New Higher Education Licence 2016-2019 from the CLA: what you need to know

The Copyright Licensing Agency (CLA) recently announced that they have reached an agreement with UUK/Guild HE on an enhanced Higher Education License. You can read their update here.

The new agreement outlines a number of changes that have been anticipated for a while. There are a number of welcome changes in the new licence, especially the changes to reporting, which will apply to Talis Aspire and anyone using our copyright-cleared content capability. As per our previous joint-announcement with the CLA, we are working with them bring the benefits of the new reporting requirements to Talis Aspire users.

Some notable changes to the license are:

• Increase of the percentage of work that may be copied from 5% to 10%.
• HEIs will be permitted to make course readings available for the full duration of the course.
• Work that becomes excluded during and academic year can now be retained until the end of that academic year.
• Talis Aspire Digitised Content (TADC) will remove the need to comply with the standard licence reporting requirements. Similarly, TADC will also manage the obligation to carry out Requirement Checks, commonly known as ‘weeding’.
